We are looking for a Community Health Delegate. Since the first of January 2018, the Canadian Red Cross (CRC) through an Integrated Project (IP) has been supporting the International Committee of Red Cross (ICRC) to support the population of the two catchment areas of Ngo Dakala and Ngo Ku through primary health care (PHC) intervention including support to two PHC centers. Both areas are made up of a mix of residents and internally displaced, in the disputed areas of Wau south-west in the Wau county, thus complex and unpredictable.

The health facilities are providing essential PHC services to communities in the catchment area. including some community focused activities like establishing community health committees, establishing network of traditional Birth Attendants (TBAs), as well as volunteers in mental health and psycho-social support (MHPSS) .

The goal of this joint initiative is to utilize the expertise from the ICRC and the CRC to implement comprehensive PHC operations with community health component focusing on Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) in the last mile and generate systematic learning from this project to inform the scaling up of the ICRC-CRC advanced partnership for RMNCAH in conflict settings.

As a Community Health Delegate, you will:

Program development and implementation:

  • Adapt key relevant components of the Boma Health Initiative (BHI) and the Red Cross Community Based Health and First Aid (CBHFA)for implementation, with focus on health promotion.

  • Adapt and utilize BHI and CBHFA training curriculums, monitoring, and reporting forms as well as other relevant resources for Community Health Workers (CHW) Home Health Promoters (HHPs) / Red Cross Volunteers (RCV) for use in the project.

  • Training of CHW/HHPs/RCV on health promotion, risk identification & referral, health commodities distributions, community-based surveillance.

  • Lead & coordinate the development and provision of job aids such as flip-charts and posters for health promotion activities.

  • Assess and identify personnel as supervisors from each PHC unit to support supervision of HHPs.

  • Evaluate CHW / HHP’s performance and identify their learning needs at regular intervals.

  • Assess, identify and adjust key topics for health promotion based on morbidities trends observed at the PHCs.

  • Visit and liaise with local health structures, local health and community authorities through the sharing of information.

  • Scan health trends in targeted communities and propose necessary adjustments

  • Identify and support the community referral system to appropriate health services including feedbacks mechanisms from communities and other appropriate community engagement mechanisms.

  • Work with the relevant ICRC program teams ( MHPSS, Nutrition, WatHab, PHC...) to ensure effective planning and services delivery.

Supervision and Monitoring:

  • Provide supervision and monitoring of the community activities.

  • Facilitate monthly meetings with all CHW/HHPs/RCV at the PHC units to provide reports and evaluate the ongoing activities.

  • Collaborate with the ICRC staff and coordinate with SSRC when relevant in conducting monitoring visits for selected communities.

  • Develop/adapt key indicators and link with PHC indications to gather sex-disaggregated data.

  • Ensure the data collection and reporting at community-level is completed in accordance with the project monitoring and evaluation framework

  • Report on community-based activities in accordance with the project monitoring framework

  • Coordinate and support the ICRC and the CRC in conducting project evaluations.

Management:

  • Respect the policies and decisions of the local health authorities.

  • Coordinate with other relevant organisations, stakeholders, humanitarian agencies in the area as required and in accordance with ICRC policies and procedures.

  • Work under the responsibility of the ICRC Wau Head of Sub-delegation (HoSD = line manager) and the ICRC Health Delegate in the same entity, with technical support from the Deputy Health Coordinator for PHC and First-Aid (functional manager) and the CRC health advisor based in Ottawa.

  • S/he works under the security framework of the ICRC in South Sudan and the Wau Sub-delegation.

  • Maintain understanding and agreement from all parties that these joint activities required maximal agility and flexibility rooted in the security and realities on the ground.

  • Facilitate systematic coordination between the ICRC and the CRC to better understanding of expectations and context.

  • Support positive relationships and communications with internal and external authorities as well as partners.

What we are looking for:

  • Degree in medical profession and/or public health with management experience. With a minimum 5 years working experience in the areas of primary health care, community-based health, particularly in maternal, newborn and child health.

  • Minimum 5 years working experience working in health projects with international humanitarian organizations, preferably in conflict and fragile contexts.

  • Familiar with the teaching and training of volunteers / primary health workers at the community level and knowledge of managing or facilitating community health referral systems.

  • Demonstrated program management skills, including planning, monitoring, and evaluation.

  • Experience in managing, motivating, training and development of staff.

  • Able to coordinate with authorities and foster effective working relationships with health stakeholders at various levels.

  • Competent in communicative, analytic, organisational, and reporting skills.

  • Demonstrated ability to work in an isolated conflict or post-disaster environment. Must be willing and able to work and live in isolated, difficult working conditions for at least 12 months.

  • Interest and understanding of the political and strategic problems of the area.

  • Cognizant of the security rules.

  • Team leader with strong interpersonal, communication, documentation, presentation, and facilitation skills.

  • Fluently spoken and written English. A good command of local languages is a strong asset.

Working conditions:

  • The project areas are made up of a mix of residents and internally displaced, in the disputed areas of Wau south-west, thus complex and unpredictable.

  • This position is based in Wau at the ICRC sub-delegation with frequent trips to the project areas.

  • The work may require sometimes, travels to very remote locations including long hours biking as well as sleeping under tents.

  • The ICRC and the CRC supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.

  • Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)
