The Canadian Red Cross is looking for a Delegate - Community Health. Reporting to the ICRC Health Coordinator and in close technical collaboration with the CRC Global Health Unit in Ottawa, the Delegate -Community Health will be responsible for the development and implementation of the continuum of care approach by extending the entry to health care from Primary Health Care Centers (PHCC) to the community level in the ICRC operation areas in Kaga-bandoro (KBA) district in Central African Republic (CAR).

This position is to staff a project yield from a joint initiative aimed to utilize the expertise from the ICRC and the CRC to implement comprehensive Primary health care operations including community health component focusing on Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) in the last mile and generate systematic learning from this project to inform the scaling up of the ICRC-CRC advanced partnership for RMNCAH in conflict settings.

Working in close collaboration with the ICRC health delegate (responsible for the PHC units) as well as other delegates including the MHPSS delegate, the hospital team s/he will engage and support the local Red Cross branches, ensure smooth - implementation of the project and timely reporting in collaboration with the ICRC and the CRC. Upholding the Fundamental Principles of the Red Cross / Red Crescent movement and complying with the Code of Conduct and policies, the community health delegate will effectively engage the local Red Cross branches, provide them with technical and operational support while working actively jointly toward towards the achievement of the project goals

Meaningful Work: Responsible for the development and implementation of the continuum of care approach by extending the entry to health care from PHC unit to the community level in the ICRC operation areas in KBA district in CAR.

In this role you will:

  • Adapt key relevant components and materials from the Ministry of health (MOH) and other relevant sources with focus on health promotion, case identification and referral.

  • Adapt and utilize relevant training curriculum, monitoring and reporting forms from the MOH and the Red Cross as well as other relevant sources for Community health workers (CHW)/ Red Cross Volunteers (RCV) based on the ICRC operations context.

  • Ensure training and supervision of CHW /RCV, Lead & coordinate the development and provision of job aids as well as the identification/recruitment and evaluation of CHW’s/RCV’s supervisors.

  • Assess and identify key health promotion topics based on PHCC data focusing on the morbidity and mortality of children and women’s health.

  • Ensure Adaptation of key elements of the CAR Red Cross volunteer platform for effective use.

  • Assess the general health situation of the area.

  • Work with the relevant ICRC program teams (MHPSS, Nutrition, WatHab, PHC...) to ensure effective planning and services delivery.

  • Support the capacity strengthening efforts of the Community health Committees for effective community engagement, mobilization and participation

  • Provide supervision and monitoring of the community activities.

  • Develop key indicators and link with PHCC indicators for effective project monitoring.

  • Ensure the data collection and reporting at community-level is completed in accordance with the project monitoring and evaluation framework

  • Coordinate with other relevant organisations, stakeholders, humanitarian agencies in the project areas.

  • Facilitate systematic coordination between the ICRC and the CRC to better understanding of expectations and context.

  • Support positive relationships and communications with internal and external authorities as well as partners.

We’re looking for:

  • Degree in medical profession and/or public health with management experience.

  • Minimum 5 years working experience in the areas of primary health care, community-based health, particularly in maternal, new-born child and adolescent health.

  • Minimum 5 years working experience working in health projects with international humanitarian organizations, preferably in conflict and fragile contexts.

  • Familiar with the teaching and training of volunteers / lay health workers at the community level and knowledge of managing or facilitating community health referral systems.

  • Demonstrated program management skills, including planning, monitoring, and evaluation.

  • Experience in managing, motivating, training and development of staff.

  • Able to coordinate with authorities and foster effective working relationships with health stakeholders at various levels.

  • Competent in communicative, analytic and organisational skills.

  • Demonstrated reporting skills.

  • Demonstrated ability to work in an isolated conflict or post-disaster environment. Must be willing and able to work and live in isolated, difficult working conditions for at least 12 months.

  • Interest and understanding of the political and strategic problems of the area.

  • Cognizant of the security rules.

  • Team leader with strong interpersonal, communication, documentation, presentation and facilitation skills.

  • Self-supporting with computer applications. (Windows, spreadsheet, Word).

  • Fluently spoken and written French.

  • Good command of local languages is a strong asset.

Working Conditions

The project areas are made up of a mix of residents and internally displaced, in the non-government-controlled area of KBA, thus complex and unpredictable security context.

This position is based in KBA at the ICRC sub-delegation with frequent trips to the project areas.

The work may require sometimes, travels to very remote locations including long hours biking as well as sleeping under tents.

The ICRC and the CRC supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.

The first 3 months of this position may be spent working either remotely or in the CRC Ottawa office for learning and Support the Global Health Unit working on files related to the Advanced Partnership in Health

This is a field-based position. Working in countries of operation is very demanding, both physically and psychologically. Difficult working conditions are expected, including the following:

  • Issues of access and mobility due to the dynamic nature of an emergency situation and proximity to disaster-affected area

  • Ability to meet the physical requirements of a mission, which may include the ability to lift up to 25 kgs, and the ability to stand or travel for long periods of time

  • Long hours of work in a demanding context with limited resources

  • The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.

  • Basic living conditions that may include intermittent electricity, Internet and other basic services

  • In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.

  • In some remote areas access to healthcare could be limited or non-existent

  • All CRCS delegates must be cleared by the Travel Health Team with full medical and vaccination clearance.
